Relax rack constraint to support 2.0.0.alpha

Rails 5 (also an alpha) currently depends on 2.0.0.alpha, so I might as
well get a bit ahead of the curve and explicitly support it -- to
whatever degree is possible for an alpha, anyhow.

Appraisal added to validate rack 2.x continues working.
