Fix bad assumption

Only checking in_relation_hook() as originally written; that code is
only executed from inside a hook (not an action), to notify whatever’s
listening on the other end, i.e., benchmark-gui, of what actions we’re
exposing. If it’s being called from an action, i.e., benchmark-start,
it should silently pass into the night.
