Tests Passing Again, Fixed Sync

Fixed ISS sync issue. Was not in code, forgot it needed a '-m ###' argument to specify
a "modified since" parameter for the query. This defaults to 7 days and needs to be set
to much higher on initial sync to get all orgs.

Fixed tests, they are now passing again. Was filtering sync_members by member level field, but was creating my test
orgs with the wrong value and never triggering.

Made display of member level conditional. No longer displays affiliates, only higher levels.
