This reverts commit e223adde4 and adds a new version of SC&MP which fixes the bug where chips without an application core loaded would ignore the stop signal. The new version of SC&MP comes from commit 1c6a033 in this repository: https://bitbucket.org/mossblaser/spinnaker_tools_134/commits/1c6a03356 This version of SC&MP also includes patches for app loading and getting chip info from 6d64c80 and 8d638a0 in rig respectively.
