docs: fix table alignment and remove line-number citations in audit report

- Pad and column-align both Markdown tables (Component Responsibilities
  and Verification Performed) to match repo convention
- Strip :NN / :NN-MM / :NN,MM line-number suffixes from all file citations;
  replace 'at `file`' with 'in `file`' for symbol references
