Move EvaluatorBase_ move-ctor members into init list

Codacy flagged `bStack_` being assigned in the constructor body
("Variable 'bStack_' is assigned in constructor body. Consider
performing initialization in initialization list."). Move bStack_
and scenario_ into the member-init list so the move ctor mirrors
the copy ctor (which already initializes all members in the list)
and leaves the constructor body empty. Behavior is unchanged; the
move-ctor regression test still passes.
