Ignore local .githooks/ override directory (#43)

The repo supports a per-developer local hooks setup via
core.hooksPath=.githooks (mirrors CI: flake8 + pytest, and re-provides
the global branch-naming and commit-msg checks). These scripts are
machine-local by design, so ignore the directory alongside the other
local-only tooling artifacts (local/, .pre-commit-config.yaml).
