Add bug issue: python -m tiredize always exits 0 (#40)

* Rewrite issue frontmatter schema to the v2 process format

Adopt the refactored issue model: v2 statuses (in-progress/in-review),
the full v2 field set, optional assignee/step, and the to-be-determined
workflow sentinel for work that does not yet fit a pipeline.

* Add v2 process backlog issues

Track the .context/ migration itself (context-process-migration) and the
frontmatter validator empty-field support discovered during it
(frontmatter-validator-empty-fields). Both are backlog, not yet worked.

* Add bug issue: python -m tiredize always exits 0

__main__.py discards main()'s return code, so module invocation can never
signal failure; the console-script entry point is unaffected. Backlog stub.

* Treat empty optional frontmatter fields as absent

A bare 'assignee:' (YAML null) now counts as not provided: reported
missing only when required, ignored when optional. Lets issue files
leave optional fields blank until populated. Resolves
frontmatter-validator-empty-fields.

* Rewrite issue section schema to the v2 five-section shape

Summary, Acceptance Criteria, Design Decisions, Open Questions, Comments
in order, each allowing optional free-form ### subsections. Replaces the
old nine-section / Completion Report structure.

* Migrate active draft issues to the v2 format

Rewrite frontmatter to v2 (alphabetized, workflow/tags/knowledge added,
retired fields dropped) and bodies to the five-section shape. Out-of-Scope
specifics fold into Design Decisions; Completion Reports removed.
linter-rules-spec gets workflow: to-be-determined pending the
technical-documentation workflow.

* Archive completed issues to .context/issues/completed/

Move the 19 merged issues plus frontmatter-validator-empty-fields (done
this PR) out of the active inventory. The validation glob is top-level
.context/issues/*.md, so archived issues drop out of validation. Done
issues are kept as-is for historical reference per th... (continued)
