SCAL-334695 Require a data source when auto data-source selection is off (#210)

With enableSpotterDataSourceDiscovery off (or absent), a
create_analysis_session call without data_source_id created a
conversation with an empty context and enable_search_datasets=false,
so the agent had no dataset and could not search for one. Every data
question in that session failed.

Reject that combination instead of creating the conversation. The
error tells the client to find the data source with search_objects
and call again with its object_id. Auto mode is unchanged when
discovery is on.

- Guard in callCreateAnalysisSession before any upstream call, after
  ensureSessionInfo() so a failed connect-time fetch can't make the
  discovery check fail open
- Note in the data_source_id description that instances without
  auto-selection return an error asking for a data source
- Tests for discovery false/absent with and without data_source_id,
  and for the session-info repair
