Object store get: no wait for an empty object

- An object with 0 chunks no longer subscribes and waits the JetStream timeout for chunks that do not exist.
- New ObjectStoreTests.testEmptyObject, and testSingleChunkWithNoData for the null-data fix in ffd2d2a5.
- Same fixes in V2: nats.java PR #1644.
