Fix transient uv installer failure in devcontainer post-create script

The devcontainer failed during bootstrap because the uv installer download was interrupted by a transient network reset. Add curl retry options around the official installer script so the devcontainer reliably bootstraps uv in the absence of GitHub Actions setup.

Using the official installer pattern remains the simplest and most idiomatic approach here because this script runs independently inside the devcontainer before the GitHub Action environment exists.
