fix(mcp-servers): stop tab-switch scroll and modal size jump

The Configuration/Network access tabs kept both panels mounted and
stacked in the same CSS grid cell, sized to visibility instead of
display. That made the scroll container's height always match the
taller panel, so a shorter tab could scroll into blank space (spotted
by Dan Barr while reviewing the network isolation indicator). Switches
`hidden` to actually remove the inactive panel from layout, and adds
useStableTabPanelMinHeight to remember the tallest panel seen so far
and floor the active one at that height - the modal no longer jumps
size when switching tabs, but no longer over-scrolls either.
