run curb PUT normally, install libcurl for audit and lint

* The curb PUT integration spec was marked pending on an assumption
  that did not prove itself. Reactivated it.
* The audit and lint jobs ran bundle install without libcurl.
  Both now install libcurl4-openssl-dev first, like the test job.
