ci: remove vault-agent service from OSS scan jobs

The scan-image component starts a vault-agent sidecar service for
fetching SSA credentials from Vault. Since SSA credentials are passed
as CI/CD variables (not via Vault), the vault-agent has nothing to do
and exits early, causing a system failure when the runner tries to clean
up the dead container. Override services: [] to prevent it from
starting.
