ci: suppress pulse component track-usage jobs blocking .pre stage

The *-track-usage jobs generated by the scan-image component require a
runner tag not available in this project. As pending jobs in .pre they
block all subsequent stages (build, scan). Override each tracking job
with 'when: never' to prevent them from being created.
