Add zstd to DKMS build environments in Ubuntu_Dockerfile

Install zstd in the driver-src stage (for dynamic/runtime DKMS compilation)
and in the precompiled stage's DKMS runtime block, fixing "zstd: command not
found" errors when DKMS compresses kernel modules during driver installation.
