fix: allow RHEL Dockerfile builds on OCP driver-toolkit images

Guard the rhsm.conf entitlement-path rewrite so it runs only when
subscription-manager is present. OCP driver-toolkit base images omit
/etc/rhsm/rhsm.conf, which caused the base stage to fail.

Drop the explicit curl install from driver-src; it was leftover from
when OFED sources were fetched via curl and now conflicts with
preinstalled curl-minimal on minimal RHEL/OCP images.
