Move up to ubi10, python-3.12 (#407)

* Move up to ubi10, python-3.12

Packages are starting to drop support for python-3.9.

* Move Rover_lookup subpackage also up to 3.9

This still technically works on 3.9, but let's just keep the two
packages in sync as the base sync2jira package moves up to 3.12+.
