Render ScrollBar with no rows at a size of no rows

ScrollBar.render((cols, 0)) raised WidgetError whenever the scrollbar
was drawn, because the thumb kept at least one row.

- The thumb is at most as tall as the trough, so it has no rows when
  there are none.
- A scrollbar column with no rows is a blank canvas of its width, since
  combining no rows loses the width.
