ci: finish the rman 2.x migration, and repair a CI that could not pass

The toolchain change moved `lint`, `check` and `compile` out of package.json
and into commands the preset contributes, but the workflows kept calling the
npm scripts. Measured here before changing anything: `npm run lint`, `check`
and `compile` each exit 1 on a missing script, `npm run citest` exits 127 on
a `rimraf` that is no longer a dependency, and `node-qc.yaml`'s default
`qc_script` is `npm run qc`, which went the same way. Every job in this
repository fails on contact.

- test.yml calls `rman lint`, `rman check` and `rman compile`, and takes
  `gh-setup-node@v2` with `install: 'ci'` and `rman-version: '2'` - `@v1`
deleted the lockfile before installing, so CI tested a dependency set
  nobody had pinned.
- qc.yml passes a `qc_script` of its own, the same three checks without the
  database.
- release.yml replaces the pair of mirror-image jobs - `release_after_test`
and `release` with the test condition negated - with one job guarded by
  `always() && !cancelled()` and explicit result checks. A `source` job now
answers which branch a merge came from, where the old condition used
  `contains(msg, '/dev')`, a substring test that also matches `develop`.
`permissions` moves onto the calling job: it asked for `contents: read`,
which grants neither the tag nor the GitHub Release the job has to write.
- `precitest` becomes `rman clean`; the preset's `clean.include` already
  lists the coverage directory.
- PERSONAL_ACCESS_TOKEN is dropped everywhere. No manifest here carries a
private scope and there is no .npmrc, so it authenticated nothing.
- postbuild.cjs is deleted - nothing has referenced it since the build moved
into the preset - and .ncurc.yml with it, since `rman deps` replaces
npm-check-updates and the file's three keys are all built in.
- renovate.json extends the shared org config.

The shared workflows are pinned to `@v3` and the setup action to `@v2`, wh... (continued)
