fix: engine: backoff was looping infinitely when reaching MaxElapsedTime without sleep

When reaching MaxElapsedTime, backoff was running with time.Sleep(-1)
which run in a infinite loop if still failing.
We never want to exit the commit loop if it's failing, so just removing
the MaxElapsedTime value.
