Add defer/cleanup routines to restore OTG interface states (#6034)

* Add defer/cleanup routines to restore OTG interface states on midrun test failure

In OpenConfig featureprofiles tests that manipulate Open Traffic Generator
(OTG) port link states (e.g., setting link state to DOWN to simulate link failure
or churn), any midrun test failure or timeout prior to sequential restoration
leaves the OTG port disabled.

This change fixes 10 test suites across featureprofiles by ensuring that OTG
interfaces are guaranteed to be brought back UP via deferred cleanup functions
or test cleanup hooks:
- feature/afts/otg_tests/afts_atomic: Add defer tc.revert() upon churn.
- feature/afts/otg_tests/afts_base: Defer port UP state immediately after setting DOWN.
- feature/gnmi/otg_tests/telemetry_port_speed_test: Add defer port UP state after disabling ports.
- feature/gribi/otg_tests/backup_nhg_multiple_nh_pbf_test: Move deferred port UP before subtests that shut down ports.
- feature/gribi/otg_tests/backup_nhg_multiple_nh_test: Move deferred port UP before subtests that shut down ports.
- feature/gribi/otg_tests/ipv4_entry_with_aggregate_ports_test: Defer aggregatePortState re-enable before disabling ports.
- feature/interface/holdtime/otg_tests/holdtime_test: Defer OTGInterfaceUP across test cases TestTC2-TestTC5.
- feature/interface/interface_loopback_aggregate/otg_tests/interface_loopback_aggregate: Defer OTG port1 UP before admin down.
- feature/interface/otg_tests/telemetry_interface_last_change_test: Defer OTGInterfaceFlap UP in flap subtests.
- feature/system/logging/otg_tests/remote_syslog: Move t.Cleanup before protocol/traffic start and port flip.
