Structure: the merging marker is not an item of the shape

It travels with the value through normalize() and merge() consumes it, but the
layer that has nothing under it keeps it, and complete() then reported it as an
unexpected item. Type::complete() has always dropped it; Structure did not, so
a tuple of an union coming from processMultiple() could not carry it.
