Pick an unused port to run ./go test browser

Closes #23. Adds the `tests/helpers/pick-unused-port` Node script to
facilitate `scripts/test.d/browser` running `live-server` on a port
allowed by Travis CI.

Also fixes a Travis failure that required a call to
`window.initMochaPhantomJS()`:
