docs: clarify _newDelegate is ignored for pool-backed delegates (#100)

NatSpec for L2Migrator.claimStake implied _newDelegate always applies.
In practice it is only used when _delegate is non-zero and has no
DelegatorPool; it is ignored when _delegate is zero (block skipped) or
when a DelegatorPool exists (pool.claim is called instead of bondFor).
Documents existing behavior, no logic change.
