Update alerts health impact and eval time

Updated CDIOperatorDown and CDINotReady
alerts severity to align with the health impact.
If they are firing it means the operator lost
functionality.
Also updated their eval time so they will be less
sensitive during upgrades.

Updated CDIDataImportCronOutdated health impact
to none, since it doesnt impact the operator health
in all cases.
Also updated the namespace to report the DIC namespace.
