bug 1146430 - WIP - Update to DRF 3.1

This is a partial conversion to DRF 3.1.  Tests for the view serializer
are not yet passing.  Once they pass, additional work will be needed to
get 100% coverage, and refactor so things make sense.

- DRF 2.4 refactors
  - Move view_feature functions to model?
  - feature.children read_only?
  - Add post_minimal test to feature tests?
  - Convert dates to use dt_json?
  - move pre_save to CachedViewMixin?
  - Bring rest_framework_json_api into project, rebuild?
- Upgrade to DRF 3.1.x
  - Convert serializer options classes?
  - metaclass magic for historical model serializer?
  - textarea / custom widget for translation fields?
  - custom field AutoUserField replaces with CurrentUserDefault
  - test filter w/ no results
  - convert explicit fields to extra kwargs?
  - convert from DRF ModelSerializer to explicit Serializers?
- Upgrade, test drf-cached-instances for DRF 3
  - Handle asking for CachedModel.pk
  - Add invalidate method
  - Add DRF 3 tests
- Upgrade, test drf-json-api for DRF 3
  - drf-json-api has DRF 3 tests - why didn't they work?
  - Handle data.serializer.fields vs data.fields

When back with a Q2 2015 contract, will continue on this branch.
