refactor PushFileToCentralHandler to transfer ONE file, but chunked (#3519)

* multiple validation jobs should be submitted as lead and dependent jobs, but the later must also made known by the DB

* refactor PushFileToCentralHandler to transfer ONE file, but chunked

* fix error msg

* use worker shared tmp dir to ensure all chunks of the file are available to the worker that composes the original file

* fix test

* clean up comment
