Add AGENTS.md and agent skills for AI-assisted development

#### Type of change

- Documentation update

#### Description

- Add AGENTS.md as the canonical agent guide (build/test/lint/proto commands,
  conventions, project structure, notes, and a pre-PR checklist).
- Add agent skills — commit-and-issue, development, tests, pr-review, doc-audit —
  adapted to this library's conventions (Fabric-ported style, cockroachdb/errors,
  the golangci-lint set, proto + ASN.1, the configtx/genesis pipeline).
- Wire the files for both AGENTS.md-aware and skill-aware agents: CLAUDE.md and
  .bob/rules/01-project-guidelines.md symlink to AGENTS.md; skills live under
  .bob/skills and are surfaced under .claude/skills via symlink.
- Add .claude/settings.json setting FABRIC_LOGGING_SPEC to keep test log output small.
- Update .gitignore to track the shared skills/rules and ignore per-user local settings.
- Update scripts/license-lint.sh to exclude the agent files and skip symlinks.

#### Additional details (Optional)

Mirrors the agent structure used in hyperledger/fabric-x-committer (AGENTS.md as the
single canonical guide, with tool-specific mount points symlinked to it).
