Commit Message

config: Use go.yaml.in/yaml/v3 for YAML parsing

Instead of sigs.k8s.io/yaml, switch to go.yaml.in/yaml/v3 for YAML parsing.
This removes the need for the duration wrapper and is used by the k8s yaml
anyway.
