build/coverage: kludge to ensure all cmds are run

Add a cmd-run-test target in src/cmd which loops through
all built programs and runs with --help, and add this as
a code-coverage-collect-hook from toplevel Makefile.

This ensures that commands and their sources at least appear
in code coverage report, even if they are not run at all
during 'make check'
