harden loader panic release, redis error path and expiry tests

waiters are released with a fixed sentinel error instead of one formatted from
the panic value, so no method of that value runs before they are freed.

the v2 redis recheck error path returned StrToV over a string that holds no
value, it returns the zero V with the error now.

the panic tests held the loader until the waiter was observed to be running
instead of sleeping blindly, and the expiry waits accept the key count dropping
past the expected value, as keys expire one after another and an exact count
races with the next expiry.
