Add general exception handling (GSI 331) (#19)

* Make MockRouter generic w/r to Exception

Add option to specify which errors to handle

Add flag to handle subclasses of specified errors (or not)

* Add tests for error handling

* Bump version from 0.6.0 -> 0.7.0

* Remove error imports

* Rename exceptions_to_catch -> exceptions_to_handle

* Rename TypeVar and parameter

* Change default behavior of exceptions_to_handle

Not providing anything will pass nothing to handler
