Bugfixes for non-rotated text in vertical bar

Non-rotated text in vertical bars was being positioned incorrectly.

Fixed 5141

When a text widget is used in a vertical bar with `rotate=False` then
the layout width must always be equal to `self.bar.width` to ensure text
is centred.
