refactor(caddy)!: keep error sentinels internal

Nothing outside the package matched these, and the module is a Caddy
plugin rather than a library, so exporting them only grew the API surface.
Follows the convention already used in health.go.

The two missing-verifier errors collapse into one wrapped with the role,
so their message changes from "...for publishers must be provided" to
"publishers: ...".
