Add missing autodoc API entries; fix docstring RST for a -W-clean build

Fill in the reference page with automodule/autofunction entries for
hardware, targets, assign, vis, qa, gfa, stucksky, and the
fba_launch_io/fba_patch_io/fba_rerun_io/fba_tertiary_io modules.

In doc/conf.py, pre-seed a stub desitarget module with a parseable
version string, since autodoc's mock breaks the module-level
Version(desitarget.__version__) in fba_launch_io (RTD does not install
desitarget either).

Fix the reST errors in every docstring rendered by the new entries
(indented blocks without a leading blank line, unclosed * emphasis,
napoleon arg parsing, short title underlines).  Also fix the fba_rerun_io
module docstring, which was copy-pasted from fba_launch_io.
