Enforce warnings-as-errors in CI docs job; drop dead templates_path

- .github/workflows/test.yml: the docs job now runs sphinx-build with -W,
  matching doc/Makefile, the setup.py hint, and RTD's fail_on_warning, so
  a doc warning can no longer merge with CI green while the RTD badge is
  red (this is how the duplicate #528 changelog label slipped through).
- doc/conf.py: remove templates_path = ['_templates']; doc/_templates/
  does not exist and nothing references custom templates.  Docs build
  verified clean with -W after removal.
