Allow user to specify validation order

  * Previously there was not a way to customize the order of validation
    and the user was stuck with the order validators were found.
    This fixes that issue by adding a new configuration called
    validation_order where the user can supply a list or validators
    in any order that will be used during the validation process.

    This also allows the user to cherry pick certain validators
    should they need to reduce or customize the time each validation
    takes.

  * This also fixes many lint issues that were found during the process.
