Nginx Redirection Improvements

This commit seeks to resolve issues with some cases of the old domain
name hitting the django web app. Returned to simpler return 301
directive rather than rewriting for increased speed, readability, and
simplicity. Added additional server block to also catch https requests
going to the old domain name.
