Bump test containers 2.0.4 (#858)

* fix: upgrade google-java-format to 1.25.2 for Java 21 compatibility

google-java-format 1.15.0 is incompatible with Java 21 (minimum
required is 1.17.0). Running Spotless on JDK 21 caused a confusing
'roundtripStateInternal' serialization error because the version
check threw during FenceStep (toggleOffOn) state initialization,
leaving an internal HackClone in an inconsistent state.

Upgrading to 1.25.2 resolves the incompatibility. Also applies the
minor formatting change required by the new formatter version.

* fix: update cp-kafka test image from 7.1.4 to 7.6.1 to fix cgroup v2 NPE

The confluentinc/cp-kafka:7.1.4 image uses JDK 17.0.2 which has a known
bug in CgroupV2Subsystem.getInstance() that throws NullPointerException
when running on Linux with cgroup v2 (used by GitHub Actions runners).
This causes the Kafka container to fail to start with Status 409.

Updated the test image reference to 7.6.1 which uses JDK 17.0.10+ and
does not have this bug.
