add ability to view cached version of story

Our existing admin/downloads/view page served our cached html with a text/plain type to make it easy to
view the content as raw html.  Users have been asking for a better way to view the cached versions of our
content so that they can look at the content of links that have rotted.  We don't save anything other than
the page itself, so the formatting will be goofy in many cases but a lot better than just showing the extracted
text.  I changed the downloads/view page to just serve text/html and will assume folks who want the raw html
can just view source.
