Exemplar updates since 2026-05-01

Added missing SPDX license identifiers to CONTRIBUTING.md and port/portfile.cmake.in, and reordered SPDX headers to be first in infra/cmake/Config.cmake.in and infra/cmake/telemetry.sh.
Updated infra/.beman_submodule commit_hash from 1b14bad2c to 9bd493ce1.
Added .beman-tidy.yaml config file for beman-tidy Beman Standard compliance checking.
Bumped infra-workflows reusable workflows from 1.6.0 to 1.7.1, bumped infra/.beman_submodule commit_hash to 66b4f0cdf, switched module/BMI install destinations in beman-install-library.cmake to use CMAKE_INSTALL_DATADIR, and added infra/cmake/enable-experimental-import-std.cmake to support modules.
