Exemplar updates since 2026-05-01

Added missing SPDX license identifiers to CONTRIBUTING.md and port/portfile.cmake.in, and reordered SPDX to the first line of infra/cmake/Config.cmake.in.
Updated infra/.beman_submodule commit hash to 9bd493ce1.
Added .beman-tidy.yaml config file at repository root.
Bumped infra-workflows to 1.7.1, bumped infra submodule to 66b4f0cdf, updated module/BMI install destinations to use CMAKE_INSTALL_DATADIR, and added infra/cmake/enable-experimental-import-std.cmake to support modules.
Removed Debug.Dynamic from CI test matrix following exemplar's removal of static-library support.
