Add Clang 21-23 to CI

Move the full Clang test matrix (sanitizers and Werror) from Clang 20 to Clang 23, and add Clang 22, 21 and 20 to the Release.Default-only tier alongside Clang 19. This repository had not yet picked up Clang 21 or 22. The supported platforms table in README.md was regenerated with
beman-readme-platforms.

Verified locally with beman-local-ci --compiler clang --versions 23:
12 passed, 0 failed.
