ci: lint on latest pairing and update actions to Node 24

Run the lint gate (format --check-formatted, deps.unlock --check-unused,
credo --strict) only on the latest Elixir/OTP pairing, since those checks
are version-independent. Every matrix entry still compiles with
--warnings-as-errors and runs the tests. The checks are the non-mutating
equivalents of the mix precommit steps so CI fails on drift instead of
fixing it in place.

Bump actions/checkout v4 -> v6 and actions/cache v4 -> v5 to drop the
deprecated Node.js 20 runtime warning; both now run on Node 24.
setup-beam@v1 already resolves to a Node 24 release.
