ci: lint only on latest pairing with non-mutating checks

Rather than running mix precommit across every matrix entry (which
re-runs format/credo redundantly on each Elixir/OTP pairing), only the
latest pairing (1.19/28.2) runs the lint gate. All entries compile with
--warnings-as-errors and run the tests.

Use the non-mutating equivalents of the precommit steps so CI fails on
drift instead of fixing it in place: deps.unlock --check-unused,
format --check-formatted, credo --strict. This removes the need for the
git diff guard.
