feat: Add sendPoll method to consolidate poll notice logic

Adds keymaster.sendPoll(pollId) which lists voters, validates the poll,
and creates a notice to all voters. Replaces duplicated logic across
all three UIs with a single call. Adds CLI command send-poll and API
endpoint POST /polls/:poll/send.
