Add a separate CI workflow to run PostgreSQL regression tests against
multigres. This runs the official PostgreSQL regression test suite
through multigateway to verify compatibility.

* fix(pgregresstest): use built PostgreSQL for test cluster

Build PostgreSQL from source before setting up the multigres cluster
and prepend its bin directory to PATH. This ensures pgctld uses the
same PostgreSQL version (REL_17_6) as the regression test library
(regress.so), fixing the "undefined symbol: pg_encoding_to_char_private"
error that occurred when regress.so was loaded into a different
PostgreSQL version.

* docs(pgregresstest): update README for built PostgreSQL usage

Update documentation to reflect that the test now builds PostgreSQL
from source and uses it for the test cluster:

- Add step 3 (Configure PATH) to overview
- Document RUN_PGREGRESS=1 requirement
- Remove obsolete "Skip in Short Mode" section
- Add troubleshooting for symbol compatibility errors
- Update architecture diagram to show version consistency
- Add explanation of why version matching is important
