Cleanup bootstrapping

- Clip lc-messages as we don't need it anymore - broke < 5.5 sandboxes
- Separate bootstrap and instance intialization phases
- Clip the old bootstrapping mechanism out entirely
- Fix the sandbox tests, enable tests for all the major versions and
  add a test for mysql 8.

WIP making progress towards using a saner and less fragile bootstrap process.
