Cleanup sandbox bootstrapping

This uses mysql_install_db (MariaDB / mysql < 5.7) / mysqld --initialize (5.7)
rather than the old implementation that applies share/*.sql files directly
to a mysqld --bootstrap instance.  This makes our configuration a little saner
and the bootstrap process much less fragile.

Currently a WIP - there is some vestigial work to use auth_socket that will be
clipped before merging into master.
