Level B exports: ensure linked activities ok

It's a very corner case, and it probably degrades readability while
testing not very much.

"there could potentially be linked activities in theory but at the
moment there aren't likely to be any at level B. It's a feature we added
at level B for ISPF thinking it would be something we used. However, as
the funds evolved there has been less need to link activities at level
B"
